Is ZIKA virus outbreak in Puerto Rico for real?

Health & Human Services has declared a public health emergency in Puerto Rico with the announcement of 10,690 confirmed cases of Zika Virus.  [Pharmacist.com]  This report seems implausible since only 270 confirmed cases have been diagnosed in the recent Zika virus outbreak in Brazil.  In 2007 there were only 14 documented Zika virus cases reported.  Health authorities are contriving a health emergency in order to free up funds to develop a vaccine for this imagined health threat.
